วันจันทร์ที่ ๒๓ ธันวาคม พ.ศ.๒๕๖๗ เวลา ๐๙.๓๐ น. ผ่านระบบ Zoom Meeting พระมหาสุรศักดิ์ ปจฺจนฺตเสโน,ผศ.ดร. รองอธิการบดีฝ่ายกิจการต่างประเทศ มหาวิทยาลัยมหาจุฬาลงกรณราชวิทยาลัย และประธานคณะกรรมการดำเนินงานโครงการอบรมธรรมทูตคฤหัสถ์ในประเทศ รุ่นที่ ๑ เป็นประธานในการประชุม การนี้ที่ประชุมได้รับความเมตตาจากพระเดชพระคุณ พระพรหมวัชรวิมลมุนี วิ. (บุญชิต ญาณสํวโร ป.ธ.๙) กรรมการมหาเถรสมาคม เจ้าคณะกรุงเทพมหานคร และผู้อำนวยการสถาบันวิปัสสนาธุระ มจร, พระราชวชิรศาสนวิเทศ (สำรวจ กมโล) เจ้าอาวาสวัดไทยนอร์เวย์ ประธานสหภาพพระธรรมทูตไทยในทวีปยุโรป ราชอาณาจักรนอร์เวย์, พระครูสมุทรวชิรานุวัตร รองเจ้าคณะอำเภอเมืองสมุทรสงคราม ผู้ช่วยเจ้าอาวาสวัดเพชรสมุทรวรวิหาร พระธรรมทูตสมทบ รุ่นที่ ๓๐ และนายอุทัย มณี กรรมการผู้ทรงคุณวุฒิ เป็นต้น พร้อมคณะกรรมการดำเนินงานโครงการฯ ทั้งบรรพชิตและคฤหัสถ์ เข้าร่วมประชุมโดยพร้อมเพรียงกัน
การนี้ เมื่อกรรมการครบองค์ประชุม พระมหาสุรศักดิ์ ปจฺจนฺตเสโน ประธานที่ประชุมได้ขอโอกาสที่ประชุมได้กล่าวนำบูชาพระรัตนตรัยและเปิดการประชุมตามวาระ โดยได้แจ้งให้ทราบถึงการประชุมเตรียมความพร้อมในวันนี้ กล่าวขอบคุณและอนุโมทนาคณะกรรมการทุกท่านที่สละเวลาให้เกียรติเข้าร่วมประชุม การดำเนินงานโครงการอบรมธรรมทูตคฤหัสถ์ในต่างประเทศ รุ่นที่ ๑ เป็นการต่อยอดที่สำคัญจากโครงการอบรมในต่างประเทศที่ประสบความสำเร็จมาก่อน โดยเฉพาะจากประสบการณ์การจัดอบรมที่วัดไทยนอร์เวย์ทั้งสองครั้ง และที่วัดพุทธวิหารอัมสเตอร์ดัม ภายใต้การนำของพระราชวชิรศาสนวิเทศและพระครูปลัดสุวัฒนอาจารคุณ มาปรับใช้ การอบรมนี้มุ่งสร้างเครือข่ายธรรมทูตคฤหัสถ์ที่เข้มแข็ง พัฒนาศักยภาพฆราวาสให้เป็นผู้นำทางพระพุทธศาสนา และสร้างความเชื่อมโยงระหว่างธรรมทูตในประเทศและต่างประเทศ เพื่อให้เกิดการแลกเปลี่ยนประสบการณ์และความร่วมมือในวงกว้าง อันจะนำไปสู่ความยั่งยืนในการเผยแผ่พระพุทธศาสนาในระยะยาว
การดำเนินการประชุมในวาระแจ้งเพื่อทราบ ประธานได้แจ้งให้ทราบถึงการกราบทูลถวายรายงานเจ้าพระคุณสมเด็จพระสังฆราชว่า เมื่อวันที่ ๑๘ ธันวาคม ๒๕๖๘ ที่ผ่านมา เวลา ๑๕.๑๕ น. เจ้าพระคุณสมเด็จพระอริยวงศาคตญาณ สมเด็จพระสังฆราช สกลมหาสังฆปริณายก ประทานโอกาสให้พระมหาสุรศักดิ์ ปจฺจนฺตเสโน รองอธิการบดีฝ่ายกิจการต่างประเทศ มหาวิทยาลัยมหาจุฬาลงกรณราชวิทยาลัย (มจร) พร้อมด้วยพระครูสุตรัตนบัณฑิต ผู้อำนวยการวิทยาลัยพระธรรมทูต เข้าเฝ้าถวายสักการะ ณ พระวิหาร วัดราชบพิธสถิตมหาสีมาราม กราบทูลรายงานผลการดำเนินงานโครงการอบรมพระธรรมทูตสายต่างประเทศรุ่นที่ ๒๙ และ ๓๐ โครงการอบรมธรรมทูตคฤหัสถ์ในต่างประเทศ และโครงการอบรมธรรมทูตในประเทศ รุ่นที่ ๑ และประทานโอกาสให้พระครูสุตรัตนบัณฑิต ผู้อำนวยการวิทยาลัยพระธรรมทูต ได้ทูลถวายหนังสืออนุสรณ์พระธรรมทูตสายต่างประเทศรุ่นที่ ๒๙ และ ๓๐ โดยสมเด็จพระสังฆราชทรงมีพระเมตตาตรัสอนุโมทนา
หลังจากนั้นประธานได้มอบหมายให้ พระครูสุตรัตนบัณฑิต ผู้อำนวยการวิทยาลัยพระธรรมทูต และกรรมการและเลขานุการคณะกรรมการดำเนินงานโครงการฯ ได้เสนอวาระการประชุมตามลำดับ โดยมีวาระการแจ้งเพื่อทราบ (๑) เรื่อง การอนุมัติการดำเนินงานโครงการอบรมธรรมทูตคฤหัสถ์ในประเทศ รุ่นที่ ๑/๒๕๖๘ (๒) เรื่อง ประกาศมหาวิทยาลัยมหาจุฬาลงกรณราชวิทยาลัย เรื่อง แต่งตั้งคณะกรรมการโครงการอบรมธรรมทูตคฤหัสถ์ในประเทศ รุ่นที่ ๑/๒๕๖๘ ทั้งนี้ เพื่อให้การจัดโครงการอบรมธรรมทูตคฤหัสถ์ในประเทศ รุ่นที่ ๑ ประจำปี ๒๕๖๘ ระหว่างวันที่ ๒๙-๓๑ มกราคม พ.ศ. ๒๕๖๘ ณ มหาวิทยาลัยมหาจุฬาลงกรณราชวิทยาลัย อำเภอวังน้อย จังหวัดพระนครศรีอยุธยา และ ณ ศูนย์ปฏิบัติธรรมมหาจุฬาอาศรม อำเภอปากช่อง จังหวัดนครราชสีมา (๓) เรื่อง จำนวนผู้สมัครเข้ารับการอบรมธรรมทูตคฤหัสถ์ในประเทศ รุ่นที่ ๑/๒๕๖๘ จำนวนทั้งสิ้น ๒๐๘ คน โครงการอบรมธรรมทูตคฤหัสถ์ในประเทศ รุ่นที่ 1 ถือว่าได้รับความสนใจอย่างล้นหลามจากผู้สมัครหลากหลายภาคส่วน สะท้อนให้เห็นถึงความสำคัญของการเผยแผ่พระพุทธศาสนาในสังคมไทย โดยมีผู้สมัครหญิงมากกว่าชาย คิดเป็นสัดส่วนร้อยละ 60.10 และ 39.90 ตามลำดับ ที่น่าสนใจคือมีผู้ทรงคุณวุฒิระดับสูงเข้าร่วมจำนวนมาก ทั้งผู้มีตำแหน่งทางวิชาการ อาทิ รองศาสตราจารย์ ผู้ช่วยศาสตราจารย์ และระดับดุษฎีบัณฑิต รวมถึงข้าราชการทหารและตำรวจชั้นผู้ใหญ่ นอกจากนี้ยังมีแม่ชีและชาวต่างชาติให้ความสนใจสมัครเข้าร่วมโครงการด้วย แสดงให้เห็นถึงความหลากหลายและความพร้อมของบุคลากรที่จะร่วมสืบสานพระพุทธศาสนาในฐานะธรรมทูตคฤหัสถ์ สำหรับวาระเสนอเพื่อพิจารณาที่ประชุมได้ร่วมพิจารณา ๔ วาระ ดังนี้
(๑) เรื่อง หลักสูตรการอบรมโครงการอบรมธรรมทูตคฤหัสถ์ในประเทศ รุ่นที่ ๑/๒๕๖๘ ซึ่งเป็นหลักสูตรที่พัฒนาขึ้นอย่างเป็นระบบโดยวิทยาลัยพระธรรมทูต มหาวิทยาลัยมหาจุฬาลงกรณราชวิทยาลัย ร่วมกับองค์กรพระพุทธศาสนาทั้งในและต่างประเทศ มุ่งเน้นการพัฒนาสมรรถนะธรรมทูตคฤหัสถ์แบบองค์รวม ผ่านการอบรมเข้มข้น ๓ วัน ณ มจร วังน้อย และศูนย์ปฏิบัติธรรมมหาจุฬาอาศรม โดยวิทยากรผู้ทรงคุณวุฒิระดับนานาชาติ เนื้อหาหลักสูตรครอบคลุมทั้งการประยุกต์หลักพุทธธรรมเพื่อการใช้ชีวิตและการเผยแผ่ การพัฒนาสมรรถนะธรรมทูตคฤหัสถ์แบบองค์รวม การบูรณาการเทคโนโลยีกับการเผยแผ่ธรรมะ การสร้างเครือข่ายความร่วมมือระดับนานาชาติ และการพัฒนาโครงการเผยแผ่เชิงรุก มีระบบการติดตามและประเมินผลที่ชัดเจน
การนี้ พระเดชพระคุณพระพรหมวัชรวิมลมุนี วิ. (บุญชิต ญาณสํวโร ป.ธ.๙) กรรมการมหาเถรสมาคม เจ้าคณะกรุงเทพมหานคร และผู้อำนวยการสถาบันวิปัสสนาธุระ มจร ได้กล่าวชื่นชมว่า หลักสูตรการอบรมธรรมทูตคฤหัสถ์ในประเทศ รุ่นที่ ๑ นับเป็นมิติใหม่ของการเผยแผ่พระพุทธศาสนาในประเทศไทย ชื่นชมและอนุโมทนากับรองอธิการบดีฝ่ายกิจการต่างประเทศและคณะ ที่ได้ช่วยดำเนินการในเรื่องนี้ ถือว่าเป็นจุดเริ่มต้นที่ดีในการวางรากฐานอย่างเป็นระบบและคำนึงถึงมาตรฐานความเป็นรุ่นที่ ๑ การรับรองความเป็นธรรมทูตคฤหัสถ์โดยมหาวิทยาลัยมหาจุฬาลงกรณราชวิทยาลัย ซึ่งเป็นสถาบันการศึกษาระดับอุดมศึกษาของคณะสงฆ์ไทย เป็นการสร้างความน่าเชื่อถือและการยอมรับในเบื้องต้น การพัฒนาและต่อยอดในเรื่องหลักสูตรนี้ ต้องกำหนดเกณฑ์และแนวปฏิบัติที่ชัดเจน ทั้งเรื่องจรรยาบรรณการเป็นธรรมทูตคฤหัสถ์ เพื่อเป็นการวางมาตรฐานที่จะเป็นต้นแบบให้กับรุ่นต่อๆ ไป อันจะนำไปสู่การสร้างเครือข่ายธรรมทูตคฤหัสถ์ที่มีคุณภาพและเป็นที่ยอมรับในระดับสากล ขออนุโมทนาชื่นชมกับฝ่ายกิจการต่างประเทศและคณะทีมงาน
พระราชวชิรศาสนวิเทศ (สำรวจ กมโล) เจ้าอาวาสวัดไทยนอร์เวย์ และประธานสหภาพ พระธรรมทูตไทยในทวีปยุโรป ได้กล่าวชื่นชมว่า หลักสูตรการอบรมธรรมทูตคฤหัสถ์ในประเทศ รุ่นที่ ๑ เป็นก้าวสำคัญในการเสริมสร้างพลังการเผยแผ่พระพุทธศาสนาผ่านบทบาทของฆราวาส ซึ่งจากประสบการณ์การทำงานพระธรรมทูตในต่างประเทศ พบว่า คฤหัสถ์มีส่วนสำคัญอย่างยิ่งในการสนับสนุนงานคณะสงฆ์ โดยเฉพาะในพื้นที่ที่มีข้อจำกัดด้านพระธรรมทูต การพัฒนาศักยภาพธรรมทูตคฤหัสถ์จึงเป็นการยกระดับการทำงานเผยแผ่พระพุทธศาสนาให้มีประสิทธิภาพมากยิ่งขึ้น และเป็นการยกย่องคุณูปการของฆราวาสที่อุทิศตนเพื่อพระพุทธศาสนาให้เป็นที่ประจักษ์
นายอุทัย มณี กรรมการผู้ทรงคุณวุฒิ คณะกรรมการดำเนินงานโครงการฯ ได้กล่าวชื่นชมว่า หลักสูตรการอบรมธรรมทูตคฤหัสถ์ในประเทศ รุ่นที่ 1 เป็นการริเริ่มที่มีคุณค่ายิ่งของวิทยาลัยพระธรรมทูต มหาวิทยาลัยมหาจุฬาลงกรณราชวิทยาลัย ในการสร้างพื้นที่และระบบการทำงานที่เป็นรูปธรรมสำหรับคฤหัสถ์ที่ปรารถนาจะสนับสนุนงานคณะสงฆ์ นับเป็นเวทีสำคัญที่เปิดโอกาสให้เกิดการแลกเปลี่ยนเรียนรู้ และสร้างเครือข่ายการทำงานอย่างเป็นระบบ ขอกราบขอบพระคุณมหาวิทยาลัยที่ได้จัดตั้งโครงการอันทรงคุณค่านี้ ซึ่งจะเป็นจุดเริ่มต้นสำคัญในการพัฒนาศักยภาพฆราวาสเพื่อสนับสนุนกิจการพระพุทธศาสนาอย่างยั่งยืน
(๒) เรื่อง (ร่าง) กำหนดการอบรมโครงการอบรมธรรมทูตคฤหัสถ์ในประเทศ รุ่นที่ ๑ ได้รับการออกแบบอย่างเป็นระบบตามนโยบายของมหาวิทยาลัยมหาจุฬาลงกรณราชวิทยาลัยและคณะสงฆ์ จัดขึ้นระหว่างวันที่ ๒๙-๓๑ มกราคม ๒๕๖๘ ณ มจร วังน้อย และศูนย์ปฏิบัติธรรมมหาจุฬาอาศรม อำเภอปากช่อง จังหวัดนครราชสีมา โดยมีกิจกรรมที่หลากหลายทั้งภาคทฤษฎีและปฏิบัติ เริ่มจากพิธีเปิดและการปฐมนิเทศ การบรรยายพิเศษเรื่อง Smart Buddhist Ambassador การเสวนาลานธรรม “ก้าวข้ามพรมแดน” และการแบ่งกลุ่มฝึกปฏิบัติ ไปจนถึงกิจกรรม Buddhist Eco-Ambassadors และการสร้างเครือข่ายธรรมทูตคฤหัสถ์ มุ่งเน้นการประยุกต์ใช้เทคโนโลยีดิจิทัลในการเผยแผ่ธรรมะและการทำงานในสังคมพหุวัฒนธรรม ภายใต้การดูแลของวิทยากรผู้เชี่ยวชาญและระบบการติดตามประเมินผลที่มีประสิทธิภาพ ที่ประชุมให้เพิ่มเติมกิจกรรมในช่วงหลังจากทำวัตรเย็นให้มีการสมาทานศีล ๘ ขึ้นกรรมฐานและรับธรรมโอวาทจากพระเดชพระคุณพระพรหมวัชรวิมลมุนี วิ. (บุญชิต ญาณสํวโร ป.ธ.๙) กรรมการมหาเถรสมาคม เจ้าคณะกรุงเทพมหานคร และผู้อำนวยการสถาบันวิปัสสนาธุระ มจร เมตตาเป็นประธานการสอนธรรมนำปฎิบัติวิปัสสนากรรมฐานในโครงการ
(๓) เรื่อง การประเมินโครงการอบรมธรรมทูตคฤหัสถ์ในประเทศ รุ่นที่ ๑ การพิจารณาวาระนี้ ที่ประชุมได้พิจารณาว่า โครงการฯ ได้รับการออกแบบอย่างเป็นระบบและครอบคลุมทุกมิติ โดยแบ่งการประเมินเป็น 4 ระยะ คือ การประเมินก่อนการอบรม การประเมินระหว่างการอบรม การประเมินหลังการอบรม และการติดตามผล ใช้เครื่องมือประเมินที่หลากหลายทั้งแบบทดสอบ การสังเกตพฤติกรรม การประเมินผลงาน และการสัมภาษณ์ ครอบคลุมประเด็นสำคัญทั้งด้านความรู้ ทักษะ ทัศนคติ และการประยุกต์ใช้ โดยกำหนดเกณฑ์การประเมินที่ชัดเจนและมีการติดตามผลต่อเนื่องถึง 1 ปี ภายใต้การดูแลของคณะกรรมการประเมินผลที่มีทั้งผู้เชี่ยวชาญภายในและภายนอก เพื่อนำผลการประเมินมาพัฒนาหลักสูตรและวางแผนการดำเนินงานในอนาคต และที่ประชุมได้ตั้งข้อสังเกตว่า การออกแบบการประเมินคณะทำงานออกแบบได้อย่างเป็นระบบและครอบคลุมทุกมิติแล้ว ขอให้ฝ่ายเลขานุการและคณะได้ดำเนินการตามกรอบเวลาที่กำหนดด้วยหน่วยงานมีภารกิจอื่น ๆ ที่ต้องดำเนินการจำเป็นต้องวางแผนในการทำงานให้เสร็จภายในกรอบเวลา
(๔) เรื่อง การเตรียมความพร้อมโครงการอบรมธรรมทูตคฤหัสถ์ในประเทศ รุ่นที่ ๑ การเตรียมความพร้อมโครงการฯ ได้ดำเนินการอย่างเป็นระบบและครอบคลุมทุกด้าน โดยฝ่ายเลขานุการได้ดำเนินการตามที่ได้รับมอบหมายในหลายมิติ ตั้งแต่การขออนุมัติดำเนินงานโครงการ การจัดทำประกาศแต่งตั้งคณะกรรมการ การประสานงานด้านสถานที่ ที่พัก และยานพาหนะ การติดต่อประสานวิทยากรและผู้บริหาร ตลอดจนการจัดเตรียมพิธีการต่างๆ รวมถึงการถ่ายทอดสดกิจกรรม การจัดการด้านภัตตาหารและน้ำปานะ เพื่อให้การดำเนินโครงการเป็นไปด้วยความเรียบร้อยและมีประสิทธิภาพสูงสุด
การนี้ พระครูปลัดอุทัย พลเทโว, ดร. รองผู้อำนวยการส่วนธรรมนิเทศ และประธานศูนย์ปฏิบัติธรรมมหาจุฬาอาศรม กล่าวว่า มีความยินดีและพร้อมให้การสนับสนุนโครงการอบรมธรรมทูตคฤหัสถ์ในประเทศ รุ่นที่ 1 โดยทางศูนย์ปฏิบัติธรรมมหาจุฬาอาศรมมีความพร้อมอย่างยิ่งในการให้บริการด้านสถานที่พักและสถานที่จัดอบรม ซึ่งมีบรรยากาศที่เหมาะสมและสิ่งอำนวยความสะดวกครบครัน เอื้อต่อการเรียนรู้และปฏิบัติธรรม อีกทั้งยังมีประสบการณ์ในการรองรับการจัดอบรมในระดับสากล ทางศูนย์ฯ พร้อมที่จะดูแลและอำนวยความสะดวกแก่ผู้เข้าร่วมอบรมอย่างเต็มความสามารถ เพื่อให้การอบรมดำเนินไปด้วยความเรียบร้อยและบรรลุวัตถุประสงค์ที่ตั้งไว้
พระครูสมุทรวชิรานุวัตร รองเจ้าคณะอำเภอเมืองสมุทรสงคราม ผู้ช่วยเจ้าอาวาสวัดเพชรสมุทรวรวิหาร พระธรรมทูตสมทบรุ่นที่ ๓๐ ได้กล่าวเสริมในที่ประชุมว่า มีความยินดีและพร้อมให้การสนับสนุนโครงการอบรมธรรมทูตคฤหัสถ์ในประเทศ รุ่นที่ 1 การอบรมธรรมทูตคฤหัสถ์เป็นโครงการที่มีประโยชน์อย่างยิ่งต่อการเผยแผ่พระพุทธศาสนา ในฐานะพระธรรมทูตสมทบและผู้บริหารคณะสงฆ์ยินดีที่จะประสานงานและส่งเสริมให้คฤหัสถ์ในเขตปกครองได้เข้าร่วมการอบรม เพื่อเป็นกำลังสำคัญในการช่วยงานคณะสงฆ์และเผยแผ่พระพุทธศาสนาให้เจริญรุ่งเรืองสืบไป
นางสาวศิรินภา กองวัสกุลณี ผู้อำนวยการส่วนงานบริหาร ผู้แทนพระเดชพระคุณพระธรรมวัชรปัญญาจารย์, รศ.ดร. ผู้อำนวยการสถาบันพระไตรปิฎกศึกษา กล่าวว่า ในนามของสถาบันพระไตรปิฎกศึกษา มจร มีความยินดีและพร้อมให้การสนับสนุนการดำเนินงานโครงการอบรมธรรมทูตคฤหัสถ์ในประเทศ รุ่นที่ 1 อย่างเต็มกำลัง ด้วยตระหนักถึงความสำคัญของการผลิตบุคลากรที่มีความรู้ความเข้าใจในพระไตรปิฎกอย่างลึกซึ้ง สถาบันพระไตรปิฎกศึกษายินดีที่จะร่วมเป็นส่วนหนึ่งในการพัฒนาศักยภาพธรรมทูตคฤหัสถ์ให้สามารถเผยแผ่หลักธรรมคำสอนได้อย่างถูกต้องและมีประสิทธิภาพ เพื่อความเจริญรุ่งเรืองของพระพุทธศาสนาสืบไป
พระมหาสุรศักดิ์ ปจฺจนฺตเสโน รองอธิการบดีฝ่ายกิจการต่างประเทศ ได้กล่าวปิดการประชุมว่า “เกล้าฯ ขอกราบขอบพระคุณในเมตตาของพระพรหมวัชรวิมลมุนี วิ. ที่ได้เมตตาให้ข้อเสนอแนะ อันทรงคุณค่า ขอกราบขอบพระคุณพระราชวชิรศาสนวิเทศที่ได้ริเริ่มงานธรรมทูตคฤหัสถ์และให้การสนับสนุนอย่างต่อเนื่อง และขอขอบคุณคณะกรรมการทุกท่านที่ได้สละเวลาอันมีค่ามาร่วมประชุมและให้ข้อคิดเห็นที่เป็นประโยชน์อย่างยิ่ง การประชุมในวันนี้สะท้อนให้เห็นถึงความร่วมแรงร่วมใจในการสร้างความเข้มแข็งให้กับงานเผยแผ่พระพุทธศาสนาผ่านบทบาทของธรรมทูตคฤหัสถ์ ซึ่งจะเป็นกำลังสำคัญในการสืบสานพระพุทธศาสนาให้เจริญรุ่งเรืองสืบไป ขออนุโมทนาและขออาราธนาคุณ พระศรีรัตนตรัยอวยพรให้ทุกท่านเจริญด้วยจตุรพิธพรชัยและสัมฤทธิผลในธรรมทุกประการ” พระมหาสุรศักดิ์กล่าวปิดการประชุมในตอนท้ายและอาราธนานิมนต์พระราชวชิรศาสนวิเทศได้เมตตากล่าวนำบูชาพระรัตนตรัย

The meeting was honored by the presence of the Most Venerable Phra Promvachirawimolmuni (Boonchit Yanasamvaro, Pali Level 9), a member of the Supreme Sangha Council, Ecclesiastical Governor of Bangkok, and Director of the Vipassanadhura Institute of MCU, as well as Phra Ratchavachirasasanawithet (Samruay Kamalo), Abbot of Wat Thai Norway and President of the Union of Thai Dhammaduta Monks in Europe, Kingdom of Norway, and Phra Khru Samutwachiranuwat, Deputy Ecclesiastical Governor of Mueang District, Samut Songkhram, Assistant Abbot of Wat Phet Samut Worawihan, and Dhammaduta (Batch 30). Joining the meeting were lay experts, including Mr. Uthai Manee, along with the Working Committee members, both monastic and lay, who participated with great enthusiasm.
Once the quorum was confirmed, Venerable Phramaha Surasak Paccantaseno, the Chair of the meeting, led the assembly in paying homage to the Triple Gem and officially opened the meeting. He expressed his gratitude and appreciation to all committee members for their dedication and time in attending the session. He also highlighted the significance of the Domestic Lay Dhamma Ambassador Training Program (Batch 1) as an extension of successful training initiatives conducted abroad, particularly at Wat Thai Norway (two sessions) and Wat Phutthavihara Amsterdam. Under the guidance of Phra Ratchavachirasasanawithet and Phra Khru Palat Suwatthana-ajarnkhun, the lessons learned from these experiences have been adapted to strengthen the domestic program. This training aims to establish a strong network of lay Dhammadutas, develop the leadership capabilities of lay Buddhists, and foster connections between domestic and international Dhammaduta, facilitating a broad exchange of experiences and collaborations. Ultimately, this initiative aspires to ensure the sustainable propagation of Buddhism in the long term.
During the announcement session, the Chair informed the committee about an official audience with His Holiness Somdet Phra Ariyavongsagatayana, Supreme Patriarch of Thailand, on December 18, 2024, at 3:15 PM. At the Grand Chapel of Wat Ratchabophit Sathitmahasimaram, His Holiness graciously granted an audience to Venerable Phramaha Surasak Paccantaseno, Vice-Rector for Foreign Affairs, and Phra Khru Sutharatanabundit, Director of the Dhammaduta College. They presented a progress report on the Overseas Dhammaduta Training Program (Batches 29 and 30), the Lay Dhamma Dhammaduta Training Program abroad, and the Domestic Lay Dhammaduta Training Program (Batch 1). Phra Khru Sutharatanabundit also had the privilege of presenting a commemorative book for Overseas Dhammaduta Training Programs (Batches 29 and 30). His Holiness extended his blessings and commended the initiatives.
Following this, the Chair assigned Phra Khru Sutharatanabundit, Director of the Dhammaduta College and Secretary of the Working Committee, to proceed with the agenda items, which included:
1.Approval of the Domestic Lay Dhammaduta Training Program, Batch 1 (2024).
2.Announcement of the official appointment of the Working Committee for the Domestic Lay Dhammaduta Training Program, Batch 1, by Mahachulalongkornrajavidyalaya University.
•The training program is scheduled to take place from January 29–31, 2025, at Mahachulalongkornrajavidyalaya University, Wang Noi District, Ayutthaya Province, and the MCU Meditation Center in Pak Chong District, Nakhon Ratchasima Province.
3.Notification regarding the total number of applicants for the training program, which stands at 208 participants. The overwhelming interest demonstrates the significance of Buddhist propagation within Thai society. Notably, female applicants make up 60.10% of the total, while males constitute 39.90%. Additionally, a substantial number of distinguished individuals, including associate professors, assistant professors, doctoral degree holders, senior military and police officers, nuns, and even international participants, have applied, reflecting the diverse and capable pool of participants eager to contribute to Buddhist propagation.
(1) The Curriculum for the First Domestic Lay Dhammaduta Training Program 2025
This training program curriculum, meticulously developed by the Dhammaduta College at Mahachulalongkornrajavidyalaya University (MCU), in collaboration with Buddhist organizations both domestic and international, emphasizes the holistic enhancement of lay Dhamma Dhammaduta. The intensive three-day training is conducted at MCU Wang Noi Campus and Mahachula Ashram Meditation Center, featuring distinguished international speakers. The curriculum encompasses the application of Buddhist principles in daily life and dissemination, holistic skill development for lay Dhammadutas, integration of technology in Dhamma propagation, fostering international networks, and proactive propagation project development. A structured evaluation and follow-up system further ensures program effectiveness.
In this regard, His Eminence Phra Brahmavachiravimolmuni, Member of the Supreme Sangha Council, Ecclesiastical Governor of Bangkok, and Director of the Vipassana Meditation Institute at MCU, commended the program, stating that the curriculum for the First Domestic Lay Dhammaduta Training Program marks a new dimension in disseminating Buddhism within Thailand. He praised and offered blessings to Venerable Phramaha Surasak Paccantaseno, Vice-Rector for Foreign Affairs, and the team for their efforts in laying a systematic and standard foundation for this pioneering initiative. His Eminence noted that the recognition of lay Dhammaduta by MCU, as a higher education institution under the Thai Sangha, establishes credibility and initial acceptance. He emphasized the importance of setting clear guidelines and ethical standards for lay Dhammadutas to serve as a model for subsequent cohorts. This foundation will lead to the creation of a high-quality and globally recognized network of lay Dhammadutas. His Eminence extended his blessings to the Vice-Rector and the team for their commendable work.
Phra Ratchavachirassanasit, Abbot of Wat Thai Norway and President of the Union of Thai Dhammaduta in Europe, praised the program as a significant step in strengthening the propagation of Buddhism through the roles of laypeople. Drawing from his experience as a missionary monk abroad, he highlighted the indispensable support that lay practitioners provide to the Sangha, especially in areas with limited monastic resources. He affirmed that enhancing the skills of lay Dhammadutas elevate the efficiency of Buddhist propagation and acknowledges the invaluable contributions of laypeople who devote themselves to Buddhism.
Mr. Uthai Manee, a distinguished member of the project committee, expressed his admiration for the initiative, stating that the First Domestic Lay Dhammaduta Training Program is a highly valuable endeavor by MCU’s Dhammaduta College. He noted that the program creates a tangible platform and systematic approach for laypeople who aspire to support the Sangha’s work. He emphasized that this initiative provides a crucial space for knowledge exchange and the establishment of an organized working network. He offered his heartfelt gratitude to MCU for implementing this esteemed project, which serves as a foundational step toward sustainably enhancing the potential of lay practitioners in supporting Buddhist activities.
(2) The Draft Agenda for the First Lay Buddhist Dhammaduta Training Program in Thailand
The first Lay Dhammaduta Training Program has been meticulously designed in alignment with the policies of Mahachulalongkornrajavidyalaya University (MCU) and the Thai Sangha. The training will take place from January 29 to 31, 2025, at MCU Wang Noi Campus and the Mahachula Asom Meditation Center, Pak Chong District, Nakhon Ratchasima Province. The program includes a diverse range of theoretical and practical activities, such as the opening ceremony and orientation, a special lecture on “Smart Buddhist Ambassador,” the “Crossing Borders” dhamma dialogue, and group practice sessions. Additionally, activities like “Buddhist Eco-Ambassadors” and networking initiatives for lay Buddhist missionaries aim to integrate digital technology in dhamma dissemination and foster collaboration in multicultural contexts. Expert facilitators will oversee the program, supported by an efficient monitoring and evaluation system.
The meeting resolved to include an additional evening activity after chanting and meditation. This will consist of taking the Eight Precepts, engaging in mindfulness practice, and receiving a dhamma talk from His Holiness Phramahavajravimolmuni, Ph.D. (Boonchit Yanasamvaro, Pali Level 9), Member of the Supreme Sangha Council, Ecclesiastical Governor of Bangkok, and Director of the Vipassana Meditation Institute at MCU, who graciously agreed to lead this session.
(3) Evaluation Framework for the First Lay Dhammaduta Training Program in Thailand
During the meeting, it was noted that the program design encompasses all dimensions, with evaluations divided into four stages: pre-training, during training, post-training, and follow-up. A variety of tools, including tests, behavioral observation, performance evaluation, and interviews, will assess key aspects such as knowledge, skills, attitudes, and application. Clear evaluation criteria and a one-year follow-up plan are in place, under the supervision of an evaluation committee comprising internal and external experts. The results will inform future curriculum development and planning.
The committee emphasized the need for the secretariat to adhere to the timeline, as the institution has other responsibilities. Efficient planning and timely execution were deemed critical to ensure the program’s success.
(4) Preparations for the First Lay Dhammaduta Training Program in Thailand
Preparations for the program have been systematically and comprehensively executed. The secretariat has diligently managed key tasks, including obtaining project approval, issuing committee appointments, coordinating venues, accommodations, and transportation, contacting guest speakers and administrators, and organizing ceremonial aspects. Efforts also include live-streaming arrangements, meal and refreshment management, and ensuring optimal conditions for a smooth and successful program.
Venerable Phra Kru Palad Uthai Phonthewo, Ph.D., Deputy Director of the Dhamma Dissemination Division and Chairman of the Mahachula Asom Meditation Center, expressed his readiness to support the training program. He highlighted the center’s well-equipped facilities, serene atmosphere conducive to learning and meditation, and extensive experience hosting international training programs. He assured that the center would provide full support to ensure the program’s success and meet its objectives.
Venerable Phrakhru Samut Wachiranuwat, Deputy Ecclesiastical Governor of Samut Songkhram District and Assistant Abbot of Wat Phet Samut Worawihan, noted that this program significantly benefits dhamma dissemination. He pledged support and coordination to encourage laypeople in his jurisdiction to participate, recognizing their potential to assist the Sangha in propagating Buddhism.
Ms. Sirinapa Kongwatsakunee, Director of Administrative Affairs and representative of The Most Venerable Phra Thammavajrapanyacharn, Assoc. Prof. Dr., Director of the Tipitaka Studies Institute, expressed the institute’s readiness to support the program. Acknowledging the importance of cultivating individuals with profound knowledge of the Tipitaka, she affirmed the institute’s commitment to developing capable lay Buddhist missionaries to effectively and accurately disseminate the teachings for the flourishing of Buddhism.

In his closing remarks, Venerable Phramaha Surasak Paccantaseno, Vice-Rector for Foreign Affairs, expressed his heartfelt gratitude to His Holiness Phramahavajravimolmuni, Ph.D., for his invaluable guidance and suggestions. He also extended his appreciation to Venerable Phra Rajavachirathansasanwithet for initiating and continuously supporting lay Dhammaduta activities, and to all committee members for their dedication and insightful contributions.
“The discussions today reflect our collective commitment to strengthening dhamma dissemination through the role of lay Dhammadutas. These individuals will be vital in ensuring the sustained growth and prosperity of Buddhism. May I humbly offer my deep appreciation and invite the blessings of the Triple Gem to bring success and prosperity to all participants in their noble endeavors,” he concluded.
The meeting concluded with an invitation to Venerable Phra Rajavachirathansasanwithet to lead the chanting of homage to the Triple Gem.
